Jobs and Skills Australia (JSA) has released the first edition of its Gender Framework, a key milestone in promoting inclusive, data-informed workforce policy.

Created for policymakers, analysts, and stakeholders, the framework supports the integration of gender and intersectional perspectives into labour market data and decision-making. Developed collaboratively with tripartite stakeholders, it is a living document open to refinement as the Gender Economic Equality Study progresses.

By applying gendered and intersectional lenses across Australia’s labour market and skills system, JSA aims to accelerate gender economic equality and strengthen policy effectiveness through evidence-based insights.

Aligned with broader government initiatives like Closing the Gap and Working for Women: A Strategy for Gender Equality, the framework reinforces the need for comprehensive intersectional data to inform the tools required to address long-standing inequalities in education, training, and work. Through this initiative, JSA positions itself as a driver of policy innovation within government.

The framework is anchored in five guiding principles:

  • Interrogate and Reform Data – Leverage intersectional data for richer insights.
  • Embed Intersectionality – Address varied experiences and barriers in work and learning.
  • Collaborate and Co-Design – Work with experts and communities to develop inclusive solutions.
  • Develop Insight and Indicators – Remove structural barriers and enable measurable change.
  • Innovate and Lead by Example – Build JSA’s internal capability and champion data reform system-wide.
