Specific tasks and responsibilities:

  • Conduct a comprehensive review and analysis of current practices (including communication systems, warden networks, mission planning and convoy operations, etc.) across HQ, regional and country-level projects, in coordination with UNDSS.
  • Provide actionable recommendations for developing and implementing an effective security management system within UNEP.
  • Draft detailed Standard Operating Procedures (SOPs) for core security-related roles, emphasizing coordination with UNDSS both in Nairobi and at other duty stations.
  • Develop a Security Management Plan (SMP) outlining the interconnected responsibilities and processes between UNEP headquarters and UNDSS.
  • Create supporting materials, guidance, and templates for security personnel, senior leaders, and UNEP staff from a global HQ perspective.
  • Design and conduct training sessions on key security systems, such as the Warden system, communication protocols, and other relevant areas.

Qualifications / Special Skills

  • A Master’s degree in security management, business administration, international relations, social or political science, police/military science, or a related field. This may substitute for up to four years of work experience.
  • A minimum of eight years’ experience in national or international security management, police, or military service is required.
  • Prior involvement with the UN Security Management System is highly desirable.
  • Strong experience in preparing reports and developing SOPs. Background in delivering security-related training is an asset.
